European Pact on Migration and Asylum File
From 12 June 2026, new asylum rules will apply in the European Union (EU) because of the European Pact on Migration and Asylum. The migration pact is a step towards a better functioning shared European asylum system. It has direct consequences for the working methods of the IND. The IND needs adapt its processes so that they are in line with the pact from that date onwards.
The EU member states have agreed that as of 12 June 2026, stricter controls will be introduced at the external borders, asylum procedures will be speeded up, and restrictions will apply to asylum seekers traveling onward to other EU countries to apply for asylum there. The pact also aims to promote greater solidarity among EU member states, so that countries under migration pressure can be supported by other member states. For example, through financial contributions or the deployment of staff.
The legislation and regulations contained in the migration pact have direct effect and oblige the IND to bring its processes into line with the new European requirements by that date at the latest. In this context, the IND will, among other things, be given responsibility for the domestic screening and registration of asylum seekers in Ter Apel. A work process that is called Reception and Preparation for Asylum Applications (OVA).
The migration pact offers the IND opportunities to organise the asylum procedure more efficiently and speed it up. The aim of the new asylum procedure is to minimise the number of handover points between staff members and procedures, and to automate process steps wherever possible.
