Foreign Nationals Identity Document (Type W and W2)

‚ÄčAn asylum seeker who has not yet received a decision on his application for an asylum residence permit, will get a Foreign Nationals Identity Document type W. He may also get a W-document when he has applied for an extension or for a permanent residence permit. Or, if he has to replace or renew his document.
A foreign national who has submitted an application for a regular residence permit and who does not have a passport, may, in some cases, apply for a Foreign Nationals Identity Document Type W2.

With a Foreign Nationals Identity Document, you can prove your identity, nationality and legal residence in the Netherlands. This means that you can prove that you are legally staying in the Netherlands by showing this document. And, that you are in a procedure to get a residence permit. It is not a residence permit. Nor is it a border-crossing document (passport). Therefore, you cannot travel abroad with a Foreign Nationals Identity Document.

There are two types of Foreign Nationals Identity Documents:

  • Type W for foreign nationals who have submitted an asylum application.
  • Type W2 for a specific group of foreign nationals who have submitted an application for a residence permit, but who do not have a passport.

Foreign Nationals Identity Document type W

You will receive a Foreign Nationals Identity Document type W, after having submitted one of the following applications:

  • A first asylum application.
  • An application to extend your temporary asylum residence permit.
  • An application for a permanent asylum residence permit.
  • You have appealed against the rejection of your asylum application, against the rejection of the extension of your temporary asylum residence permit or against the rejection of your application for a permanent asylum residence permit.
  • An application to have your temporary or permanent asylum residence permit replaced, because you have lost it, or it was stolen, or because the details on the document are incorrect.

Application Foreign Nationals Identity Document type W

There are various ways of getting or applying for a Foreign Nationals Identity Document. This depends on the application that you have submitted.

First asylum application
You have had your first interview. A decision was made to allow you to await the further proceedings of your asylum application in the Netherlands. A Foreign Nationals Identity Document will automatically be made ready for you. The IND will send you a letter to inform you when you can collect the document. You collect the document at an IND desk.
Have several weeks passed, and you have yet not received a letter to collect your Foreign Nationals Identity Document? Please then call the IND.

Application submitted for an extension or permanent asylum residence permit

You submitted a timely application to extend your asylum residence permit or for a permanent asylum residence permit. Is your residence permit about to expire and you have not yet received a decision on your application? You can apply for a Foreign Nationals Identity Document type W with the application form for replacement, renewal or first application for a foreign nationals document (6013).

Application submitted for a replacement in the case of loss/ theft of Foreign Nationals Identity Document
Your Foreign Nationals Identity Document type W has been stolen or you have lost it. Or, the document was damaged. You have to apply for a new document yourself. You can use the application form for replacement, renewal or first application for a foreign nationals document (6013). Have you lost the document or has the document been stolen? You must first report to the police. You enclose the official report of the police with the application.              

Appeal against the rejection of the asylum application
You are awaiting the appeal proceedings against the rejection of your first asylum application or your application for an extension or permanent residence. You have to apply for a Foreign Nationals Identity Document yourself. You can use the application form for replacement, renewal or first application for a foreign nationals document (6013).

Foreign Nationals Identity Document type W2

You can get a Foreign Nationals Identity Document type W2 in the following situations:

  • You were granted postponement of departure because you are ill and therefore unable to travel.
  • You are a victim of human trafficking or you are a witness reporting human trafficking.
  • You have applied for asylum before, however, you have now submitted an application for a non-asylum related residence permit. For example, for medical treatment or because you cannot leave the Netherlands through no fault of your own. Other reasons are also possible.

There are a number of conditions:

  • You do not have a valid passport.
  • You are allowed to await the application in the Netherlands.
  • You do not receive a contribution from the Dutch government to costs of your stay in the Netherlands.

With this Foreign Nationals Identity Document type W2, you can prove your identity, nationality and legal residence in the Netherlands. In addition to the W2 document, you are also given an insert sheet with a residence endorsement sticker (VAA). The residence endorsement sticker states the end date of your lawful residence and whether or not you are allowed to work.

Application Foreign Nationals' Identity Document type W2

You have to apply for the Foreign Nationals Identity Document type W2 yourself. You can use the application form for replacement, renewal or first application for a foreign nationals document (6013).

When the document is ready, you will receive a letter informing you to collect the document. You can only collect the document after you have first made an appointment for this.
