Foreign Nationals Identity Document (Type W and W2)

On this page you can find out what an identity document for foreign nationals is and which types there are. You can also find out how to get or apply for one.

A proof of identity for foreign nationals (Vreemdelingen Identiteitsbewijs or VI) is a document. It used to be called a W-document. Visit our other web page to see what a VI looks like: https://www.vreemdelingendocumenten.nl/en.

With a VI you can show:

  • You have applied for a residence document, or have submitted another application to be allowed to live in the Netherlands, either temporarily or longer term. You are also waiting for a decision.
  • You may stay in the Netherlands.
  • Your identity and nationality. The VI is, therefore, a valid proof of identity.

A VI is not a residence permit and you cannot use it to travel abroad.

Types of VI: type W and W2

  • You will receive a VI type W if you are applying for asylum for the first time.
  • You are not an asylum seeker and you do not have a valid passport. You have applied for a residence permit for another reason. Then in certain circumstances you can get a VI type W2.

Identity document for foreign nationals type W

You can receive a VI in the following 5 cases:

  • You are applying for asylum for the first time;
  • You are applying to extend your temporary asylum residence permit;
  • You are applying for a permanent asylum residence permit;
  • You have appealed against the rejection of your asylum application. Now you are waiting for the court to take a decision on your appeal. The rejection concerned your application for a temporary or permanent residence permit. Or it concerned your application to extend your asylum residence permit;
  • You are applying to replace your temporary or permanent asylum residence permit. Your residence permit is damaged, or has been lost or stolen. Or the details on your permit are incorrect.

Application for a VI type W

Below you can find out in which situations you can receive a VI. And how you can apply for a VI if you need to.

First asylum application

A VI will automatically be made for you. This happens after the interview with the IND, and if you are allowed to wait for the decision on your asylum application in the Netherlands. You do not, therefore need to apply for a VI.

Do you have an asylum residence permit and have you submitted an application to extend it, or for a permanent asylum residence permit? Then you can only submit an application online or in writing. Below you can find out how to do this.

Application submitted for an asylum extension or permanent asylum residence permit

Your residence permit is about to expire and you applied on time. If you are still waiting for a decision, you can apply for a VI type W online or in writing.

Appeal against the rejection of an asylum application

The IND has rejected your application for a temporary or permanent residence permit. Or your application for extension of your asylum permit has been rejected. You can only submit a written application for a VI. Use the application form for replacement or renewal of a foreign national's document (6013).

Has your VI been stolen or have you lost it? Then you must first report this to the police. Send the official police report together with your application.

Identity document for foreign nationals type W2

Find out below when you can apply for a VI type W2. You can only apply in writing and certain conditions apply.

  • You were granted postponement of departure because you are ill and therefore unable to travel.
  • You are a victim of human trafficking or you are a witness reporting human trafficking.
  • You have applied for asylum before. However, you have now submitted an application for a residence permit on other grounds. For example, for medical treatment or because you cannot leave the Netherlands through no fault of your own. Other grounds are also possible.

Application for VI type W2

You can only submit a written application for a VI. Use the application form for replacement or renewal of a foreign national's document (6013).

  • You will receive a letter from the IND when you can collect your VI from an IND desk. If you would like to visit an IND desk, first make an appointment online.
  • The W2 document also includes an inlay page with a residence endorsement sticker (verblijfsaantekening or VAA). The residence endorsement sticker states until which date you may stay in the Netherlands. It also states whether you are allowed to work.

Conditions for applying for VI type W2

  • You do not have a valid passport.
  • You are allowed to wait in the Netherlands for a decision on your application.
  • You will not receive any money from the Dutch government to live in the Netherlands.
